Portugal's Luxury Hospitality Market Enters a New Era of Growth

Portugal’s hospitality sector continues to mature with confidence in 2026, reinforcing its position as one of Europe’s leading premium destinations. According to a recent report by Horwath HTL, international hotel brands are rapidly expanding across the country, supported by strong market performance and growing investor confidence.

Portugal’s Rising Tourism and Revenue Performance

In 2025, Portugal welcomed around 32.5 million tourists, a 3% increase from the previous year. The country recorded 82.1 million overnight stays and close to €7 billion in total accommodation revenues. Hotel occupancy stabilized at 62-63%, while room rates and revenue continued to grow across both city and resort destinations.

A Growing Magnet for Global Hotel Brands

Portugal’s branded hotel market continued to expand in 2025, reaching 681 hotels and 79,657 rooms. International hotel chains witnessed strong growth with properties increasing by 21% and room supply by 15% year-on-year. The number of hotel brands operating in the country increased by 133, highlighting growing global interest in Portugal’s hospitality industry.

A Market Designed for Premium and Luxury Experiences

Portugal’s upscale and upper-upscale hotels lead the market, accounting for 372 hotels, more than 40,720 rooms, and 51% of total chain supply. International operators in this segment are investing in larger properties, averaging 119 rooms per hotel.

 

Luxury hotels also continue to grow, representing nearly 29% of the hotel chain market with 144 properties and over 23,042 rooms. International luxury brands typically operate larger hotels, averaging 135 rooms per hotel.
In contrast, midscale hotels make up 16% of the market, while budget and economy hotels account for just 4%, reflecting Portugal’s hospitality market defined more by quality than volume.

Portugal’s Premium Growth Story Gains Momentum

Lisbon leads Portugal’s hotel development pipeline with 32 hotels and 4,696 rooms under construction. It is followed by Norte with 25 hotels and the Algarve with 22. Most of this growth is focused on premium-segment properties, reflecting continued expansion by international hotel brands.

 

This growth is the result of Portugal’s strong reputation as a quality-driven lifestyle destination that continues to attract premium brands, supported by stable operating market performance and demand from key markets such as the UK, Germany, the US, Spain, and France.
